For parents in Shinjuku who need to check their child’s service charge, monthly cap and extra costs with the ward before signing a contract.
Start with Shinjuku’s Disability Welfare Division, Support Section (障害者福祉課支援係), on 03-5273-4583. Ask the ward to check your household category, certificate and service month. The usual ward counter and telephone hours are weekdays, 8:30–17:00. It closes on weekends, public holidays and December 29–January 3.
The national rule is a 10% service charge with a monthly cap. Shinjuku also has local reductions and preschool exemptions. Check the applicable rule before estimating a bill. Meals and other extra costs need a separate check.

A monthly cap limits the service-user charge, rather than setting a fixed price. For children, the assessment uses the guardian’s household on the resident register. Ask the ward which resident-tax year and documents apply. Check the certificate field 負担上限月額 and report relevant changes.
表:National monthly caps for children’s attendance services
| Household category | Monthly cap |
|---|---|
| Public assistance household | ¥0 |
| Household exempt from municipal resident tax | ¥0 |
| Taxable household with resident-tax income levy below ¥280,000 | ¥4,600 |
| Other households | ¥37,200 |
Note: This table concerns attendance services for children, not residential placement. Meals and other extra charges are checked separately.
Shinjuku’s 2026 welfare guide reduces the user-charge rate from 10% to 3% for the listed services used by taxable households. The listed child services include developmental support and after-school day services. The guide gives March 31, 2027 as the end of this local measure. Confirm its application to your service month and cap.

Eligible preschool developmental services have user-charge exemptions. The national free period runs for three years from the first April 1 after a child turns three. Shinjuku’s notice also covers the first child aged 0–2 from September 2025 usage. Children who turn three during that year remain within the stated category until the first March 31 after their birthday.

For meals, Shinjuku has a separate local measure for children aged 0–5 using child developmental support or transitional medical-type developmental support. Eligible meals include meals prepared or ordered by the provider and snacks it buys or makes. The ward pays up to ¥550 per meal, including tax. Packed lunches brought from home, event food and charges arising from absence are among the exclusions. Ask whether the provider has filed the required notification and what remains payable.

Ask the ward about the service-user charge, then ask the provider about the itemised extras. Use the same table for each option. Keep the date of each answer and leave an unanswered item marked “unknown”.
表:Family cost-check worksheet
| Item | Question to ask | Where to check |
|---|---|---|
| Certificate | What cap and service period apply to my child? | Ward Support Section |
| Household | Which resident-tax year and documents are needed? | Ward Support Section |
| Local reduction | Does the 3% measure apply to this service month? | Ward Support Section |
| Preschool exemption | Which service and birth-date period are covered? | Ward Support Section |
| Meals | Which meals are covered, and what remains payable? | Provider; ward if unclear |
| Other extras | What are materials, activities and absence charges? | Provider’s written fee schedule |
| Several providers | Who manages the monthly cap across providers? | Ward and providers |
Example only: if the ward confirms 3% and a ¥4,600 cap, ¥100,000 of chargeable service cost gives a ¥3,000 user charge. Confirmed extras are separate. If using several providers, ask how the monthly total is managed.
For attendance support, consult and apply to the ward, prepare a child support utilisation plan, complete the interview and receive the decision. Then contract with a provider using the certificate. A designated consultation specialist or a guardian’s self-plan can prepare the plan. Ask for your attachment list and processing timetable; a universal list and fixed duration were not established in the sources read.

Search the Tokyo Metropolitan Government’s disability-service information site by service and location. Choose the correct service and check Shinjuku listings. Ask candidates directly about available days, support, transport and fees. Public registration information does not establish that your preferred slot is available.

Ask the ward to confirm the preschool exemption and certificate period. Ask the provider which meals and other costs remain payable. Write service charges and extras on separate lines.
Check the next service and start month with the ward. Review the cap, local reduction and new fee schedule. Update transport and meal arrangements rather than carrying over the old bill.
Ask who manages the monthly cap and how the providers share charge information. Keep invoices by month. Confirm any unexplained extra item with the provider and any cap disagreement with the ward.
Ask for written explanations of the Japanese service name, certificate cap and itemised extras. Ask in advance whether language help can be arranged and by whom. English support at a specific counter is unverified here. Record answers in the worksheet.
Ask Shinjuku’s Support Section on 03-5273-4583 to confirm your certificate’s cap, household category and service month. Check the local reduction or preschool exemption. Then ask the provider for meals and other extras in writing.
It is a national cap for the stated taxable-household category, not a fixed price. The applicable service charge may be lower. Ask the ward to check the local rate or exemption and confirm your certificate’s cap.
Check the provider’s eligible meals and notification. Shinjuku’s meal measure pays up to ¥550 per eligible meal for the stated services and ages. Packed lunches, event food and absence-related meal charges are excluded.
Give the ward the school-entry month and current certificate. Confirm the new service, cap and local reduction. Ask the next provider for its written extras and transport conditions before signing.
Use the ward’s assessment and certificate. The categories use resident-tax income levy and the defined household. Ask which tax year and documents apply, and report relevant household changes to the ward.
Use the ward for the charge decision and the specialist services for developmental or family consultation.
